In my career, I have had the pleasure to work with outstanding project leaders and Singapore lost one on 27 May 2024. Alan Choe inspired me, making challenging demands and bringing out the best in me for projects, real estate, costing and FM. From his RSP days, a company I would later join, to Sentosa Cove township and the Integrated Resort early concepts, he was indeed a pioneer and my Chairman I admired and cherish as part of Sentosa Island redevelopment. So much so, our alumni of ex SDC (Sentosa Development Corporation) staff gathered to celebrate his birthdays after his retirement. In 2019 at his 88 birthday, I met him for the last time before COVID hit us; and then his passing. Thanks Mr Choe for your stewardship and the honour to be part of your team.

In November the SAFRA Choa Chu Kang Club was officially opened by Deputy Prime Minister Lawrence Wong. Appointed by Minister of Defence, I was part of the concept and development committee for 9 years. Thru COVID and many challenges, we delivered this first Super-Low Energy sports facilities embodying the spirit of the NSmen, placemaking and nation building. It's been an incredible journey for me to be part of this pioneer research project. Thru COVID, policy changes, organisation restructure, monetary inflation and many other barriers, we are still pressing ahead after 4 years onward. Thanks Adrian and team for the opportunity to keep me learning. After many years of professional practice, I am also relearning new knowledge.

As a volunteer in Caregivers Alliance Limited, I wish to continuously create awareness of mental health and their caregivers in our community. Recently I attended a People's Association event graced by President Halimah Yacob and Senior Minister of State Dr Amy Khor; both whom I have cross paths in my heydays. They were surprised I was a multiple caregiver myself. It has been a challenging journey with unpredictability. Be steadfast. Our work and family can be balanced if we reach out for support. With relax measures after the pandemic, many past norms are coming back. Our development committee started face to face site meetings again. As an adviser, I am thrilled to be on site doing what we do best; deliberating and solving construction and FM issues. Pushing on for completion and not looking back. After 30+ years in the built environment, I still enjoy this. Shout out to DP Architects, DP Engineers, WSP Engineers, Northcroft QS, Hytech Builders and many others; keeping the project afloat in the most challenging times. #construction #development #projects #fm #facilitiesmanagement

My full commentary to Today Online following the Environmental Impact Study (EIS) on the Cross Island MRT line (CRL) where various mitigations have been made by the LTA. Examples like the reduction of the size of the work sites and the relocation of Maju station to outside Clementi Forest. This will result in higher project cost for the CRL; not necessarily leading to higher construction costs. The additional project costs could be due to revised studies, more EIS reports or added surveys prior to the calling of tenders. Construction costs may be mitigated by contractors’ competitive tendering and value engineering by the Accredited Professional Quantity Surveyors. Further refinements in the consultants’ design and engineering drawings will also help keep costs within budgets. Importantly, forecasting of facility operation expenses have been factored in early to defray high cost of maintenance in the long term. Its imperative the design and engineering plans with the new mitigations are locked in and no further variations are made after the issuance of the Letter of Award. A competent Project Manager will ensure contract specifications are complied with and construction schedules are meet. The challenges with constructing the CRL are deviations that occur due to unforeseen site conditions and unknown habitats for critically endangered wildlife. Such fragmented ecology in the area can be expected as surveys and EIS are limited by time and funds. Such late findings may cause further delays to the construction. Estimated additional preliminaries may contribute up to 3-5% of the project cost for the CRL. Construction cost can remain the same with good value engineering; not cost-cutting. #construction #design #engineering #project #maintenance #consultants #environmental
